Actually, thanks to a suggestion for M.J. Young on the forums, this sort of thing is probably how Ill handle metaplots. Set up a prophesied hero, create a character or group of characters who may be this hero(es) and have them fail. This is beautiful since my character might have been the heroes, they just screwed up somewhere, leaving the possibility open for the player characters.
