I just saw a fascinating documentary about a means of catfish fishing called 'noodling'. You hunt (and that is the right word) along the banks and stick your hands and heads into holes to grab 30-40 pound catfish, and drag them to the surface with the help of your friends. One person has to block the escape hole, I think, and the other reaches in, and the last couple help drag it to the surface and toss it into the boat.
It can also be done in mid-river in a deeper river than a creek.
Hazareds include being bit by beavers, snakes, and getting hung up underwater and drowned. Also, the catfish have teeth.
A lot of them had small amounts of tools used (like wrapping fingers in duct tape, or using a carry hook and line), but I could see a No Tech Bias fishing village where the male pack hunters go out, and bring back a hundred pounds of fish. Of course, No Tech Bias means no campfire so its sushi, sort of.
Toss in occasional small plesiosaurs that swim up the creeks and rivers and dine on villagers. Make those plesiosaurs to be godlings, and have a religion based on the Great Chain of Being aka Minnows are fed on by Catfish who feed Men who feed the Sea Lizard Gods.
They don't have much magic because they have a fatalistic attitude. The small plesiosaur ate you because it was your time to go, pass the sushi. We're all food in the end.
Based on the documentary, there are clearly defined sexual roles with most of the females claiming the noodling is scary and icky. This is supported by the fact that it is physically dangerous, and it really is icky (grabbing a slimy fish from under a slimy mud bank), and it requires significant (although not enormous) physical strength and fitness.
The females provide berries, and keep the camp policed, and maintain their looks. The greatest opportunity for adding tech or magic is via the females.
It is a lifestyle of exertion, but not that continuing. A few hours labor suffices for the day, and much of that is waiting for the pack leader to drag out the fish.
The typical female is 1@8-2@1 Swimmer. The typical male is a 2@3-2@7 Swimmer. Most males start at 1@8 Str and 2@2 Str is not uncommon.
There may be conflict with another tribe, but 1)Lots more yelling than actual damage as typical of Stone Age war. 2)Lots of hunting area, few tribes. 3)Any tribe in the interior is likely not as healthy as a high fish diet leaves this tribe in little danger of starvation except when an infrequent High Summer drought dries up the water and drives off the fish into truly deep water.
