I can't remember the game system, I want to say Traveller, but I don't think thats right...they have a character creation system for NPC's based on a normal deck of cards.

Well, lets see what we can do, and as always help is appreciated....

Non-Player Character Creation Chart or The Three V's:
=====================================================
Virtues include things like 'kindly' and 'noble'. Vices include things like 'vengeful' and 'mean-spirited'. Vanities include things like 'whimsical' and 'car-crazy'. For a balanced character choose one of each.

After each "V", there should be at least one Indicator which will show how this action is revealed by action. It is generally better to show by action, than explain by talking.

Virtue:
=======
1. Kind--Frequently goes out of the way to offer help to those in trouble./Concern for another's feelings made him hold his tongue.
2. Generous--Gave the homeless man his bag of fast food and skipped lunch./Always checks donations on the IRS tax form./The local Gypsies know his castle to be a place where a free meal is easily gotten.
3. Forgiving--Accepted his wife's apology the first thing./Claims to have forgotten last week's insult.
4. Loving--Refused to work on Christmas eve despite the boss' harassment because he wanted to be near his family./ Stood between his family and a wild dog.
5. Brave--Refused to back down from several others who were harranguing him with threats of violence implicit.
6. Noble--Naturally chose to be kind to interlopers even though the temptation was to join n the complaints.
7. Wise--Chose an inobvious path which yielded benefits for all./Understands his opponent's decisions even as he makes other decisions.
8. Insightful--Had a sudden flash of knowledge and analysis about a situation that was deeper than the others had.
9. Thoughtful--Caught staring out a window./ Verbally weighs the pros and cons of different situations.
10. Gallant--After losing the chess game, he helped pick up, and offered a hearty handshake never letting on how his heart had sunk.
11. Charming--He had a ready smile to offer to anyone, and an attentive ear.
12. Polite--No rude words escaped his lips.
13. Stylish--The contrast between his white shoes and white shirt, and the black vest drew the eye to the glittering green of the trousers.
14. Neat--His pencils were always in their holder and sharpened.
15. Methodical--The monthly bills were laid out on the table, a cup of coffee was set beside them, and the children were being attended to by the mom as had been planned.
16. Faithful--"My word is all I really own. I will keep it." The man said slowly trying not to take offense.
17. Humorous--Every time she met Sam, he had a new trick to show her that usually set her and him giggling.
18. Cheerful--Rarely does a smile leave his face.
19. Stoic--Despite considerable pain from the broken arm, he never whimpered.
20. Witty--Talking to Joe was a trip. Every other comment was some sort of sly pun.
