Flat Line body bias. I've been told no such thing exists, but here goes. The verser verses into a prison cell. They cannot walk, but they can stand up. They could fight in an @1 fighting style, but that's it. Someone comes in, and takes you before The Judges. You are to spend your life fighting for their entertainment. Only versers can fight, some have gained a measure of power and choose to stay, some are trying to escape. The people there can train you in any @1 fighting style. Some of them are 3@10 in given fighting styles. Expert level training. You fight for the entertainment of The Judges. Good fights are rewarded. Bad fights are punished. The Judges have high psionic ability, which they use to punish bad fighters. Versers kept in the prison area have a flatline psi bias, because of the design of the cell and fighting arena. If you could get beyond a certain point, the bias would be 14. Body bias is still flatlined, but there are ways around that. The trainers have a special pair of boots that they wear which enable them to walk. Outside of a certain area, the boots don't work, so escaping on foot with the boots is kinda difficult.
Any other thoughts?
I don't really see the jailers having the kind of power you suggest--anything that would prevent the prisoners from using psionics would prevent the jailers from using psionics against them, because in any given location psionics either do or do not work for everyone. I can see setting up a psionic static generator to prevent the versers from being able to use their mental powers, but in doing so the jailers make their own jobs more difficult.
I can't walk, but I can crawl.
There's also the fact that martial arts combat is designed to be lethal, and so versers could easily kill each other in the fights, slipping out of the clutches of their jailers. You would not be able to keep many versers in such a prison.
There are certainly ways to get the kind of world you want, but you would always have the battle between the versers and the jailers. I can imagine some sort of psionic collar that works as an attack against the use of psionics by the verser, although I would probably have to spend a long time figuring a way to make it work the way you want. At the same time, the game is designed so that the players can make the story what they want, not what the referee wants, so the referee is particularly limited in terms of ways to force the verser to do this or that.
