'What Dreams May Come' had a realm of paint as the basic structure of a section of the world. MJ had one of the creepier worlds I've seen with The Web. Roger Rabbit and Cool World come to mind as well.
I've talked about this type of idea before.
My firstborn mentioned the idea today of fishing for a Lego fish which brought to mind the idea of a Lego block ocean of blue or perhaps crystal blocks, and then a Lego block world comes naturally from that. I as a child used Loc Blocs. My kids use Legos. For a published world, you'd have to have some generic term...Plastiblocks. Imagine a world which is Plastiblocks all the way down and all the way up. The sun is made of orange plastiblocks which in enough concentration produce heat and light. And if you look in a microscope at a single plastiblock you find that its formed of smaller plastiblocks all the way down to the Colors that Quark Plastiblocks are made of.
Now the question becomes...are you a human in this world, or are you transformed into a Plastiblock being? And interestingly enough in Lego Star Wars you get zapped and the Lego pieces are pick up able and you can go on living. Get zapped enough and you are Game Over. So I'd be tempted to give Plastiblock Humans nine lives.

In the Chaos Zones, far from the Lawful Worlds, there are universes and sub-universes and sub-universes inside other sub-universes and Broad Temporal Zones where every possible action you could do is done, and then you decide which one you want as you leave the zone, and there are places where time's arrow goes backwards and effect precedes cause, where gravity grows, shrinks, and turns on its side, where the distance to an object is proportional to how badly you want it, to places where smelling color is normal, and the only humans or humanoids are the slaves of Greater Powers and archmagi.
But the ordinary human who visits, if they are not torn apart by the Rampart Teeth at the edge of the Chaos Zones (which does not effect a verser as he is already physically shredded.) is transmuted into a being of elemental energy. Rocks may spin in the air, gout flame and then shatter into a million bits before reforming into Parthenons, but the human is a flame who is not hurt.
I need to return to this Chaos Zone more later. I think a Random Universal Change Table would be appropriate, and some notes on the Greater Powers, some NPC's to populate this strange place would work. The main thrust for the human, despite the greater survivability afforded by the transformation would be survival and freedom. Other issues would be avoiding going mad, corruption from having to make deals to survive, and trying to escape.
The Reigning Power would be neutral, but not that friendly to humanity or anything like it. He's not that unfriendly either. He's divided between 'don't care' and 'mild contempt'.
Dude! I wanna do Plastiblock World. That sounds like it would be fun.
Take a couple of orange plastiblocks with you, have a constant campfire that's still safe to handle (because everyone knows Plastiblocks are pointy but harmless).

Power Block: Anything in Plastiblock World that is not considered a weapon is pointy but harmless.
Question: Is Plastiblock World an Alternate Physics (which is kind of a bear) or is it simply Magic? If its simply Magic, that means it probably has a Tech Bias down around Levers and Ramps. But, if its Simply Magic, that means your Orange Fireblocks only work in...well actually, they'd be Real Simple to Use. It'd be a 1@ or something skill to activate them.
I'm tempted by putting a +40 Sit-mod on all Plasticblock World magic.
And the Reigning Deity has to be Alliance but perhaps he has an Adversary. After all, in Legos and like, you have Pirate sets and Storm Trooper sets so not everyone is nice. I'd say the decent guys vastly outnumber the scum.
For the world, I'm going to suggest something like a Random Nexus. Stuff falls into Plastiblock World from other dimensions, and gets transformed to Plastiblocks, and then they have children. This gives you an excuse to have pretty much anyone you want in this universe. Sherlock Holmes works with Julius Caesar to avoid the latter's kidnapping for ransom by Blackbeard the Pirate...
And American G.I's live down the coast from Roman Centurions and because this is magic, their weapons are essentially equal in most effects. Sure the GI can shoot long range, but the Roman has his shield and if he can get close he has his sword. This is of course, highly unrealistic, but its Kids Logic which is what this world is about.
