I'm not certain what you are actually doing here.
Telepathy does not send words or sounds; it sends thoughts or ideas. You convey them in game as words because there is no way for me to know what you mean without the words, but your character conveys them to another character as pure thought--which is why language is never a barrier, because your thoughts become his thoughts (as from someone else) and he interprets them in his own language.
Project Thought is distinct, actually using your language and planting the thoughts in his mind as an outside communication in your words; it does not make a direct thought link in the same sense, so it is impeded if your target does not know your language. Still, it is concept that is communicated by this skill.
You can Project Emotion, which would let the target know what you are feeling (or what you want to project as your feeling--it does not have to be your actual feeling you project), but this is felt as a sort of empathy in reverse, that he knows how you feel (or how you want him to think you feel), and not that he feels it.
If you wish for him to actually hear laughter, that would be an auditory illusion. If you want him to imagine in his mind the sound of laughter as if you were laughing inside his head, that would also be an illusion, although not auditory.
So I'm going to need a bit of clarification on what you are attempting, as it will almost certainly be either a new skill or a new use.

I have skimmed over the thread, and it seems to me that these are the salient features at present:
- Destiny picked up a rebel organizer named Ruth Mekita, who is still aboard in transit to another location where she intends to continue her operations. You have had some conversation with her, but I have not seen a point at which she left the ship (which I might have missed).
- You just had a bit of a sparring match with Ishara, who is not terribly skilled at weaponless combat but apparently does have some skill at Mitzu Frenzy. You took an embarrassing fall, but there was no real winner or loser of the bout.
- Just prior to that you pulled yourself out of a botch on Alert Rest which required you to restore all of your senses, and you are mentally tired from having done so.

He narrows his eyes slightly. "It's tempting," he says, "but I don't think I'm your man. If you want to learn to use blasters, rockets, lasers--just about anything you aim and fire--that's my field. In my opinion, if you're fighting bare-handed, it's because you failed to bring enough weapons."
