Tan tries to calm her down and lead her away, and she wrenches her arm away, giving you the *I demand an answer from you* look (which she usually uses for the kids, even though Jewel seems resistant to it).

Ok, the baseline time factor is six hours (yeah, that's a hefty one), doubled for +10, the verbal component is +5 for relevance, +3 for loudness, +5 for arcane magic language, sound vital +2, +15 for vocal; now for the other components. What precisely are you doing and what materials if any are you using?

That brings me to the next question; exactly what ability or abilities are you trying to confer on yourself with this single ritual?
Just the ability to have the Serpent Eyes, so I can use them to learn the ocular powers I need, which is what I what I was told I would need.
Serpents can do a great many things with their eyes; the baseline for the skill is to learn one skill; perhaps you're looking for a skill to alter your body, rather than confer a new ability... let me check here. *lights a cigarette, thumbs through the big book* Okay, so, I should mention that the example would be for learning to use the skill which Snow had used; by the logic you seem to be using, it would make more sense for you to use Madara Uchiha's example. Either way, I would say they were not using a 15@4M skill as you are, so no to the example bonus. We can either use the 15@4M skill and you can go skill by skill until you have all the skills the Mangekyo Sharingan provides, or, we can go for a 3@7M Transmute to Same State (changing eyes to eyes) to change one or both of your eyes into Mangekyo Sharingan eyes, and you can try to figure out how to use the skills. Of course, this depends on what your character is expecting to have happen. ((sleep for me))
I would prefer the 3@7M Transmite to Same State, for both eyes, and just learn the skills on my own, it saves me a lot of time, and learn the skills our selves.

This total brings us to +84 for the spell, you have an sal of 31 since it's below 4@ in the bias, the lower of your or the world's bias is 30, let me roll, - oh, wait, why bother?
